NATIONAL SEED IMPORT AND EXPORT REGULATIONS IN THE WASNET REGION

This is an extremely important Network Information activity, as it is the primary basis for cooperation, support and cost-saving among countries of the West Africa region. By compiling, analyzing and comparing seed import/export regulations, differences and agreements can be identified, so that a uniform set of regulations can be reached. When standardized regulations can be achieved, it will permit a seed company or program to export or import seed with significantly less delay and difficulty.
The benefits of being able to freely export and/or import seed among West African countries are many, and will quickly accrue to the benefit of farmers, and the national agriculture and economy. For example, a company in one country may produce larger quantities of one variety, and supply this seed to several countries. This makes seed production of this variety more cost-effective, and will permit seed producers in the other countries to focus their efforts on other seed crop/varieties, thereby increasing the availability of better seed and reducing the cost of seed production throughout the region.
The Network will prepare and publish an overview of export and import regulations.
SUGGESTED APPROACHES:
Step 1:
Collect all possible information from all participating (and other countries) in the region, concerning import and export regulations for each crop, including offices involved, fees, how to apply for import/export permit, etc., and all pertinent information.
Step 2:
Compile this information per country, as well as per topic.
Step 3:
Summarize the situation in the region. Point out the differences and the similarities.
Step 4:
Prepare the information summarized in Steps 2 and 3 as a regional WASNET Information Publication.
Step 5:
With the assistance of the Secretariat, make the information available to all participating countries and others.
Step 6:
With the assistance of the Secretariat, prepare a draft for uniform import and export regulations.
